The ‘Overall scope (Regions)’ is used to assign regions to users. A user only has access to accounts in regions assigned to them.

In fact, the user is completely unaware of regions not assigned to them.

To assign a region to the user; select the region from the selection list. Only regions not assigned to the user are shown in the selection list.
